This is a vintage Yellow petaled blue center 3-D rotating metal pin.
The pin has a full 3 in diameter all the way around. Each petal is roughly 1 1/8 in long and 3/8 in at its widest part. The center is blue spokes and stand at roughly 1/4 in high, but fold at the top for 3/16in.
The petals rotate so you can adjust how much of the back row of petals you want exposed.
There is a metal latch pin in the back but there are no stamps to indicate the type of metal and no marks to indicate maker.
